High-Speed Rail: global and portuguese perspectives and the importance of freight transport in the railway ecosystem

Abstract
A ferrovia portuguesa, com 168 anos de história em 2024, tem evoluído entre desafios políticos e financeiros. Desde a adesão à Comunidade Económica Europeia em 1985, o setor passou por uma profunda reestruturação e modernização. Embora o transporte de mercadorias tenha sido historicamente secundarizado face ao de passageiros, ganhou relevância nos últimos anos, sobretudo nas ligações aos portos marítimos e no Corredor Internacional Sul (Sines-Badajoz). A futura Rede de Alta Velocidade (RAV), incluindo as ligações Évora–Badajoz e Porto-Vigo, é estratégica para a integração económica e territorial, mas enfrenta desafios de investimento e interoperabilidade com a rede convencional. A literatura científica internacional sobre RAV evidencia benefícios em termos de conectividade, competitividade e sustentabilidade, mas também riscos de desigualdades regionais e elevados custos de infraestrutura, identificando impactos e externalidades. Em Portugal, o debate sobre o uso exclusivo da RAV para passageiros ou o uso misto com mercadorias reflete essa complexidade, sendo os produtos de alto valor e os serviços expresso os mais promissores para o transporte em alta velocidade. O estudo avaliou num mercado muito concentrado em termos concorrenciais, a eficiência técnica e a produtividade das empresas ferroviárias de mercadorias em Portugal, aplicando os modelos Data Envelopment Analysis (DEA) e Malmquist Productivity Index (MPI). Os resultados indicam um setor globalmente eficiente, mas com ganhos de produtividade limitados, refletindo maturidade operacional. A eficiência depende sobretudo da otimização da rede e da gestão dos ativos, com destaque para a MEDWAY e a CAPTRAIN PORTUGAL. Este trabalho oferece, assim, contributos relevantes para a compreensão do potencial do transporte de mercadorias, em particular no contexto português. Sugere-se que a RAV poderá contribuir para reforçar a competitividade do transporte ferroviário e apoiar políticas públicas orientadas para a integração logística e a sustentabilidade, sendo, contudo, necessários estudos mais aprofundados sobre esta temática para se obter conclusões sólidas. The Portuguese railway system, with 168 years of history in 2024, has evolved amid political and financial challenges. Since Portugal’s accession to the European Economic Community in 1985, the sector has undergone deep restructuring and modernisation. Although freight transport has historically been secondary to passenger services, it has gained importance in recent years, particularly in connections to seaports and along the Southern International Corridor (Sines-Badajoz). The forthcoming High-Speed Rail Network (HSR), including the Évora–Badajoz and Porto–Vigo links, is strategically important for economic and territorial integration but faces challenges in investment and interoperability with the conventional network. The examined scientific literature on HSR highlights benefits in terms of connectivity, competitiveness, and sustainability, while also identifying risks such as regional inequalities and high infrastructure costs, as well as associated impacts and externalities. In Portugal, the debate on whether the HSR should be used exclusively for passengers or in mixed traffic with freight reflects this complexity, with high-value goods and express services appearing the most promising for high-speed freight transport. The Portuguese case was analysed through semi-structured interviews and an economic approach. This study examined, within a highly concentrated market, the technical efficiency and productivity of Portuguese rail freight companies by applying the Data Envelopment Analysis (DEA) and Malmquist Productivity Index (MPI) models. The results indicate a generally efficient sector but with limited productivity gains, reflecting operational maturity. Efficiency depends mainly on network optimisation and asset management, particularly in the cases of MEDWAY and CAPTRAIN PORTUGAL. This research therefore provides relevant insights into the potential of rail freight transport, particularly in the Portuguese context. It suggests that the HSR could strengthen rail freight's competitiveness and support public policies aimed at promoting logistical integration and sustainability, while further studies are needed to reach more definitive conclusions.
