Análise pericial de causas de desvios de prazo em empreitadas de construção: Perspetiva do Empreiteiro, Dono de Obra e Projetista

The economic failure of the construction works is, in the great majority, a consequence of the defective analysis / forecast of deviations of costs and deadlines. This dissertation intends to identify the causes of the occurrence of deviations from the deadline, classify them according to their importance, analyze the different perceptions of the parties involved in the construction and create a base of measures that can minimize or eliminate these factors. This identification is made based on a survey that contained an initial list of 23 causes of delay resulting from bibliography, opinion of experts and stakeholders in the construction sector. The surveys were aimed at Contractors, Owners and Designers to ascertain the experience and perception of respondents for the most common causes of construction delays. It was obtained 104 responses, the vast majority with 10 or more years of experience. It appears that the main causes differ from the perspective that the technicians assume, however, they all agree that the responsibility is shared between Contractors, Owners and Designers. For both Designers and Owners, the “Unrealistic imposed contract duration“ is the main cause for the delays. On the other side, for the Contractors the main cause is “Changes to the project during execution”. Rehabilitation works were identified as those where the majority of delays occurs, being consensual that it could be avoided. Based on the results, were determined the main causes of construction delays from different perspectives and a list of recommendations / measures to mitigate delays.
