A professional with over three decades of experience in the railway sector in Portugal, with a consolidated career in operations, traffic management, regulation and railway performance. He began his career at Caminhos de Ferro Portugueses (CP), where he held operational roles related to railway traffic control and management, acquiring a solid technical foundation in safety, operations and customer service. He later joined REFER EPE, where he assumed positions of increasing responsibility, including operational manager and coordinator of railway axes on the Beira Baixa, Eastern and Cáceres branch lines. In this context, he distinguished himself through real-time traffic management, analysis of punctuality and reliability, as well as coordination of operations during traffic disruptions and investigation of railway accidents and incidents. Between 2007 and 2013, he held a managerial role at the Lisbon Operational Command Centre, where he was responsible for monitoring railway traffic performance, analysing impacts on the national rail network and developing statistical performance indicators. He subsequently worked as a senior technician in operational support and monitoring, promoting performance improvement solutions and liaising with railway operators to optimise service delivery. Following the integration into Infraestruturas de Portugal S.A., he further specialised in railway regulation and performance. Between 2015 and 2019, he worked in monitoring and operational improvement, focusing on delay analysis, validation of justifications and operational data processing. He later joined the railway regulatory area, contributing to the drafting and updating of technical and regulatory documents. Alongside his professional activity, he is also involved in training, being a certified trainer in the railway sector, with expertise in train movement regulation and graphing, contributing to improved operational efficiency. His profile is further complemented by skills in leadership, team management, operational analysis and railway incident investigation, combined with extensive practical experience in traffic command and control. His career reflects a strong specialisation in the railway sector, with relevant contributions to operational efficiency, regulation and the development of the railway system in Portugal. In terms of his academic background, he holds a bachelor’s degree in Human Resource Management and Occupational Psychology and a master’s degree in Public Administration (specialising in Public Management). He holds a PhD in Engineering and Management from the Instituto Superior Técnico, part of the University of Lisbon, where he conducts research in the field of rail transport.
