Abstract

The low-carbon transition in industrial parks is a crucial component of China’s dual-carbon strategy. This study examines a representative industrial park in Shanghai. Based on literature review, field research, and comprehensive analysis, the top 30 emitters accounted for 68.42% of total emissions but 21.51% of industrial output, while the top 30 output enterprises represented 41.16% of emissions and 43.23% of output. Across 16 industries, wood processing and bamboo, fiber product manufacturing, printing and media replication, and computer, telecommunication, and electronics manufacturing showed higher carbon intensity, whereas general equipment, specialized equipment, and electrical machinery manufacturing showed lower intensity. Comparative analysis indicates that economies of scale offer clear advantages for emission control, and total carbon emissions have declined stepwise since 2018. The LEAP (Long-Range Energy Alternatives Planning System) model was used to forecast emissions over the next decade under three scenarios: clean energy adoption, electrification transition, and their combined implementation. Results show that, except for the electrification-only scenario, the other pathways decoupled carbon emissions from both energy consumption growth and economic expansion. Accordingly, a low-carbon transition path is proposed from seven aspects: industrial structure optimization; energy conservation, emission reduction, and green transformation in key areas; a safe and friendly comprehensive new-energy demonstration zone; rational layout of the hydrogen industry chain; a circular industrial system; coordinated pollution and carbon reduction; and stronger green communication and corporate responsibility.
