Abstract

The process of administrative modernization emerged in this decade as a major cause driven by external drivers originated from a consensus within the European Union. One of the goals to which Portugal has offered to meet was the reduction of costs related to Information Technology (IT). However, the decentralization of IT function and the consequent creation of multiple small and medium IT departments (ITD) hinder the accomplishment of that goal. During this investigation were audited three ITD in the Portuguese Public Administration (PPA) with small, medium and large sizes, using the COBIT 4.1 framework. All the three ITD were chosen in view of their representation in the median size they have. That is, for example, the small IT department represents the average of what is the total universe of this type of IT departments in the PPA. Knowing that ratings of CobiT maturity are directly related to the IT department quality we intend to evaluate, through the results, the quality of existing information technology function in PPA and further validate the hypothesis that the quality of the ITD and the services rendered by them increases with their size, i.e., the main focus of this problem lies in the small ITD, because they lack economies of scale. The audits performed and the results obtained validate the hypothesis mentioned previously, the small IT department got a rating of 0 in the range 0-5, while the medium and large obtained respectively 2 and 3.
