Do cheio para o vazio. Metodologia e estratégia na avaliação de espaços urbanos obsoletos

Resumo

Of the difficulty in assigning a classification to a set of obsolete spaces, emerges the need to understand what are these spaces in the city. The definition of this idea is very complex and associated with it come other concepts for which, we also aspire to a clear and comprehensive definition. This thesis attempts to clarify an espistemological problem that derives from emerging mutations of the city and the public space, and represents an important opportunity for reflection, as well as respond to the need of reinvention of the public spaces and the urban world, as an element of a changing society, but realizing what and how are the public places of the present and the future. We tried to develop a methodology, so we can elaborate strategies for introduce this spaces in the performance of the city. These strategies have its starting point one case study, supporting on urban mobility as an aggregator element of these 'new' spaces, in the existing city, incorporating a character of change and risk associated to scenarios of uncertainty, underlying to a new urbanism that draw in the current city, such as reflective, participatory, flexible and performance. What we can conclude is that the greater complexity of the city translates in public spaces that suffer reterritorialization and deterritorialization processes, leading to the emergence of obsolete or transition urban spaces, and in their degree of obsolescence that may result in unoccupied, disused and underutilized urban spaces, that have different strategic potentials for the urban design.
