A metodologia de Nuno Portas: um percurso entre arquitectura e política

The present essay studies the professional and civic course of Nuno Portas. Through the analysis of his political decisions and his work as an architect and urban planner, it inquires how politics can contribute to the definition and implementation of a desired organization of space and territory. Through the methodologies behind this course, it is structured into five work cycles, from which three case studies are selected. In the book A Cidade Como Arquitectura, as a theoretical architect, Nuno Portas proposes a mindset on the city, with its programmatic and methodological solutions. In the Campus for the University of Aveiro, as an urban planner, Portas experiments with a process based on a scheme of public spaces, the flexibility of its parameters and the dialogue between stakeholders. As a political decision-maker, he implements the Serviço Ambulatório de Apoio Local which, in a revolutionary period, serves as a test of a pioneering housing solution, based on the involvement of the intervened communities in the decision-making and construction processes. From a comparative analysis of these examples, Nuno Portas arises as cross-disciplinary, structuralist, manifold and heterodox. His sense of civic duty is enlightened by the principles of participation, calibrated freedoms and reflexivity. In his political participation, through the combination of prior research with ad hoc experimenting, Portas uses public policy as a means of testing and disseminating a method for organizing space. This course thus demonstrates the relevance of the interrelationships between architecture, urbanism, and politics, framed in a gradient between design and decision.
