Negotiation and incentive mechanisms to reduce airside environmental impacts at airports: an application to regional and medium airports

Abstract
O sector da aviação testemunha um crescimento constante dos números do tráfego e, consequentemente, dos impactos ambientais, tanto à escala global como local. As atuais tecnologias e opções operacionais não serão capazes de equilibrar os efeitos negativos desse crescimento contínuo. As opções para a descarbonização incluem grandes investimentos em infraestruturas, no entanto, a maior contribuição para a poluição atmosférica e outras externalidades nos aeroportos é provocada por aeronaves e equipamentos de apoio (ground support equipment), sobre os quais os operadores aeroportuários não têm controlo direto. Além disso, os aeroportos de pequena e média dimensão enfrentam custos unitários de infraestruturas elevados e um poder limitado para influenciar terceiros emissores. O trabalho de investigação identifica e aborda a lacuna de implementação de medidas destinadas às emissões Scope 3 de poluentes atmosféricos locais em pequenos e médios aeroportos. Fá-lo através da identificação de determinantes e oportunidades de negociação e implementação de medidas locais de redução da pegada de carbono. Um novo quadro conceptual (conceptual framework) é introduzido para proporcionar compreensão do processo de negociação de objetivos ambientais de redução de carbono entre aeroportos e terceiros emissores em negociações gerais de contratos. O quadro conceptual assenta numa estrutura matricial onde são consideradas as três fases principais de uma negociação (preparação, negociação, resultado), bem como os aspetos intrínsecos e extrínsecos do próprio aeroporto. A teoria defende que o poder de mercado ambiental do aeroporto determina o seu posicionamento prévio em relação ao outro agente e o seu comportamento. Vários cenários de negociação são possíveis dependendo das características dos agentes, sendo que abordagem de colaboração e parceria tem o potencial de levar ao melhor desempenho para o aeroporto em termos ambientais. Os resultados da negociação são de seguida avaliados e conceptualmente modelados com base nos conceitos de payoff e eficácia ambiental dos contratos. A teoria é construída e testada usando uma abordagem de indução-dedução, baseada em evidências da literatura e do estado da arte. A estrutura conceitual é então testada usando a metodologia de estudo de caso em dois aeroportos representativos. Os testes mostram que os determinantes do poder de mercado são capazes de prever os cenários de negociação e que as situações de colaboração são preferíveis a outras opções. No entanto, é necessário prosseguir os trabalhos para assegurar a capitalização e o acompanhamento dos contratos individuais. The aviation sector witnesses constant growth in traffic figures and so in environmental impacts, both at global and local scales. Current technologies and operational options will not be able to balance the negative effects of such continuous growth. Options for decarbonization include large infrastructure investments at airports, however, the largest contribution to air pollution and other externalities at airports is provoked by aircraft and ground support equipment, over which airport operators have no direct control. In addition, small to medium sized airports face both high infrastructure unit cost and a limited power to influence third-party emitters. The research work identifies and addresses the implementation gap of measures aimed at Scope 3 emissions of local air pollutant at regional, small and medium airports. It does so by identifying determinants and opportunities for negotiation and implementation of local carbon footprint reduction goals. A novel conceptual framework is introduced to provide understanding of the negotiation process of environmental carbon reduction goals between airport and third-party emitters in general contracts negotiations. The conceptual framework builds on a matrix structure where the three main phases of a negotiation are considered (preparation, negotiation, outcome) as well as intrinsic and extrinsic aspects of the airport itself. The theory argues that environmental market power of the airport determines its previous positioning towards the other agent and its behavior. Several negotiation scenarios are possible depending on the agents’ characteristics, with a collaboration and partnership approach leading to the best yield for the airport. Negotiation outcomes are then assessed and conceptually modelled based on the concepts of payoff and environmental effectiveness of contracts. The theory is built and tested using an induction-deduction approach, grounded on both evidence from the literature and state of the art. The conceptual framework is then tested using case study methodology at two representative airports. Tests show that determinants of market power are able to predict the negotiation scenarios, and that collaboration situations are preferrable to other options; however, further work is needed to ensure capitalization and monitoring of single contracts.
